Progressive disclosure is deliberate: the conclusion, its evidence quality, and the next action come first, with technical depth available on demand.

Secure intake
Upload existing materials or work through guided intake. Files are scanned, hashed, and receipted, and data rights, purpose, and retention are accepted before processing.

Normalized project record
Documents are extracted once into a single structured record: product identity, intended use, population, users, jurisdiction, stage, and decision sought.

Confirmation of critical facts
High-impact extracted facts are confirmed by the project team, with source spans shown, before anything downstream depends on them.

Governed analysis
Bounded domain agents produce proposals with schemas, confidence methods, and explicit prohibited actions. Unsupported domains return ABSTAIN.

Gate result
Each stage returns GO, CONDITIONAL GO, HOLD, PIVOT, STOP, or ABSTAIN with conditions, next action, and the approver the decision requires.

Human authorization
Binding conclusions route to the Expert Control Room, where approval, conditions, dissent, override rationale, and signature are recorded.

Blueprint and execution
Approved decisions become an execution-ready blueprint, with partner matching driven by validated requirements.

Permissioned disclosure
Only after project approval does a qualified project reach investors, and only through a consented disclosure package.

Continuous monitoring
New evidence, milestones, or regulatory change trigger re-evaluation and invalidation of dependent decisions rather than a new static report.
